PCCI Adds Medicaid and Rural Health Strategist Jim Hickman as Senior Advisor

08/12/2026

The Hickman Strategies founder will work with PCCI on Medicaid strategy, rural health transformation, and partnerships with health plans, providers, and public agencies.

DALLAS, Texas - Parkland Center for Clinical Innovation (PCCI) today announced that Jim Hickman has joined the organization as a Senior Advisor.

Hickman is Founder & Chief Catalyzer of Hickman Strategies LLC, a Medicaid transformation and rural health consultancy based in Oakland, California. He also serves as a Senior Advisor and CalAIM subject matter expert with the Camden Coalition and as a Venture Partner at Suncoast Ventures.

In his advisory role, Hickman will support PCCI’s growth into new markets and its work with health plans, providers, and public agencies advancing whole-person care. His focus includes state Medicaid programs and the states building programs under the federal Rural Health Transformation Program.

PCCI’s community intelligence work analyzes health and social need at the block group level, and the organization has published rural assessments for Texas and Georgia examining how that resolution changes where services are sited. Over the last six years, PCCI’s AI models have generated nearly 35 million predictions, engaged more than 6.2 million patients, and identified 2.8 million residents as high risk.

"PCCI continues to help build connected communities of care through shared data and applications of AI and advanced analytics.  Jim has spent his career on the part of this work that is hardest to systematize, which is getting all the key stakeholders to act on the same information," said Steve Miff, PhD, President and CEO of PCCI. "As more states build urban and rural health programs from the ground up, that experience is exactly what our partners are asking for."

"PCCI has built AI models that show where need actually sits, at a resolution most systems never see," said Hickman. "As Medicaid programs adopt AI at scale, what matters is whether that precision reaches the people closest to the need, and whether they can act on what it shows. That is the work I am glad to join."

Hickman will begin providing service to PCCI immediately out of his Oakland, California offices.
